“Now in the first year of Cyrus king of Persia [that is, the first year he ruled Babylon], in order to fulfill the word of the Lord by the mouth of Jeremiah [the prophet], the Lord stirred up (put in motion) the spirit of Cyrus king of Persia, so that he sent a proclamation throughout all his kingdom, and also put it in writing, saying:” (Ezra 1: 1, TAB)
The word build can be described as:

Jeremiah 29: 11I know what I’m doing. I have it all planned out–plans to take care of you, not abandon you, plans to give you the future you hope for. MSG
Ø To increase or strengthen by adding gradually to
Luke 2: 40And the Child grew and became strong in spirit, filled with wisdom; and the grace (favor and spiritual blessing) of God was upon Him. AMP

God knows how to bring to fulfillment everything that has been said, written or prophesied about your destiny. It is interesting that we focus on our state and status instead of looking unto the saviour. There is no limit to his ability, the process and personnel that he can use to bring about fulfilment.
Irrespective of the state or position of an individual, God still loves to build. You may be ravaged or a remnant God has not forgotten about you. Though God said I will build my church, but the church is not necessarily a physical building. Does it mean that God does not build structures, No but he loves building people more.
The word “now” can imply a continuation of a discourse i.e. something was being discussed and based on the discussion here is my summation or conclusion.
In this passage though the word now expressly means that the time has come. “You will arise and have compassion on Zion, For it is time to be gracious and show favor to her; Yes, the appointed time [the moment designated] has come.” (Psalm 102:13, TAB)
When your time comes there is nothing anyone can do about it. As a point of emphasis in this passage the bible repeated in the first year. I am here to announce to you that there will no longer be a delay. First represents a new order what has not been experienced before what eye has not seen nor ear heard is ready for you.
The reason why God builds is so that his word will be fulfilled and when the time for this to happen comes, he puts certain things in motion. He stirred up the spirit of Cyrus—a heathen king.
There is no limit to whom, where, how or when God can bless an individual and you the person being blessed will even be wondering that what have I done to deserve this. It is not so much what you have done but because His word cannot come back to him void—there must be rich fulfillment.
When the time comes, God releases something or someone to help you but you must also release yourself to receive or be blessed. When you look at the passage in Ezra, Cyrus was released as a channel of blessing but Ezra and Nehemiah had to release themselves to receive the blessing.
They had to do what they had never done before. As you release yourself to receive the blessing, it will stretch you.
